Description

The Disclosure and Barring Service (DBS) is seeking an outstanding Executive Director of People & Inclusion to lead its people strategy at a time of transformation and ambition. This is a rare opportunity to join the Executive Team of a high-impact public body that plays a vital role in safeguarding communities across the UK. Reporting directly to the Chief Executive, you will shape and deliver a forward-thinking people agenda that supports DBS’s mission to be a visible, trusted, and influential organisation.

As Executive Director, you will provide strategic leadership across all aspects of the people function, including human resources, organisational development, equality, diversity and inclusion, staff wellbeing, and employee engagement. You will be instrumental in embedding a high-performance culture rooted in DBS values, while driving innovation, agility, and continuous improvement. Your leadership will ensure that DBS remains a modern, inclusive, and resilient employer, capable of adapting to the evolving needs of public service.

You will bring a strong track record of strategic leadership in complex, multi-stakeholder environments, with deep expertise in organisational design, cultural transformation, and employee engagement. Your ability to influence at the highest levels, including with Board members, trade unions, and government stakeholders, will be critical. You will also be a visible and values-led leader, committed to fostering a collaborative and high-performing culture across the organisation.

This role requires Chartered CIPD membership and significant experience in employment law, employee relations, and leading complex change programmes. Experience in a regulatory or public body setting is desirable but not essential. Above all, we are looking for a leader who shares our commitment to public service, inclusion, and excellence.
