Description

The Disclosure and Barring Service (DBS) is seeking a visionary and dynamic Executive Director of Technology & Innovation to lead one of the most significant digital transformation programmes in the public sector. This is a unique opportunity to shape the future of safeguarding services through cutting-edge technology, driving innovation and operational excellence across the organisation. Reporting directly to the Chief Executive and sitting on the Executive Team, you will oversee a £50 million, three-year technology refresh programme designed to modernise DBS’s infrastructure, eliminate legacy systems, and deliver best-in-class digital services.

This role will be central to DBS’s ambition to be a visible, trusted, and influential organisation. You will lead the strategic direction for digital, data, and technology, ensuring the organisation is equipped with a secure, agile, and cost-effective technology estate that supports both internal efficiency and outstanding customer experience. You will champion the adoption of Artificial Intelligence in line with government priorities, and drive the shift to SaaS and off-the-shelf solutions that support DBS’s evolving operating model. As Senior Information Risk Owner and Senior Responsible Owner for major programmes, you will play a critical role in ensuring value for money, compliance, and successful delivery.

You will bring a proven track record of strategic leadership in digital transformation, with experience of delivering complex programmes that improve services and drive innovation. Your ability to build strong relationships with senior stakeholders, suppliers, and partners will be key, as will your expertise in information governance, cyber security, and risk management. You will be a collaborative and values-led leader, committed to fostering a high-performing, inclusive culture and contributing to the wider strategic direction of DBS.

This role requires substantial experience in leading multi-disciplinary teams and delivering technology strategies in customer-focused environments. A recognised qualification in information or cyber security is desirable, as is experience within a regulatory or public body setting. Above all, we are looking for a leader who can inspire change, deliver impact, and position DBS as a technology leader across government.
